Rule of thumb:For a harassment complaint, does there have to be one major eyebrow raising incident for this to be upheld? No, harassment can come from an accumulation of minor incidents – this falls more in the area of ‘bullying’ which is a less serious form of harassment but still nonetheless on the harassment spectrum & entitles a person to decree & damages under harassment law.

Judgment:

The Court held that when considering harassment everything has to be taken as a whole because it can on the whole be unacceptable even if individual incidents did not seem that bad in themselves, ‘[T]he campaign of harassment has to be regarded as a whole without consideration of each ingredient in isolation’, Dillon L.J..(at 739)
