Rule of thumb:Can you get standing for Judicial even if your interest in the matter is minor? As a general rule, no, a minor interest will not give standing to raise a Judicial Review. However, an exception can be made if (a) it is an important matter, and, (b) no one else is likely to raise it.

‘factors of significance in the present case: the importance of vindicating the rule of law... the importance of the issue raised... the likely absence of any other responsible challenger... the nature of the breach of duty... the prominent role of these applicants in giving advice, guidance and assistance with regard to aid... the applicants here do have a sufficient interest....’, Rose LJ
